In this episode Russ discovers an over-engineered plant bed. The city of Roanoke Texas constructed a sidewalk in their downtown area s to be about a foot higher than the adjacent plant bed and in an effort to prevent people from accidentally stepping off of the sidewalk and into the plant bed they build a three-sided guardrail. Wouldn’t it be easier to have just built the sidewalk at a lower level?
